Lee is a Partner in our Planning & Infrastructure Consents team with over 20 years of specialist experience. He has a strong track record advising on nationally significant infrastructure & energy projects, new settlements/ garden communities, and regeneration projects.

He has notable DCO and compulsory purchase order experience, which includes successfully leading teams advising on the promotion of orders for various major schemes.

Lee regularly advises in relation to strategic residential and new town developments, including complex planning agreements for multi-phase sites. He has notable knowledge of the complex area of environmental impact assessment law, local government powers and an enviable track record and experience in relation to judicial review challenges in a planning context.

Lee helps clients to confidently navigate complex planning processes whilst anticipating challenges and identifying solutions, making him a trusted adviser on some of the UK’s most ambitious development projects.

Experience

Harlow & Gilston Garden Town – advising the 5 partner authorities on delivery of this significant garden town project which is to comprise 23,000 dwellings and major infrastructure, including planning permissions granted for 10,000 dwellings at Gilston Area and two new river crossings. Including defending various JR challenges.

Advising the Mersey Tidal Energy Project on the promotion of a DCO application for this multi-billion major energy project which is proposed to be the largest tidal energy project in the world.

Supporting a developer consortium on the North Ashchurch Garden Communities project (4,000+ homes).

Wylfa Nuclear Power Station – advising the Welsh Government on all aspects of the DCO application and examination for this significant new nuclear power development

Advising Harworth in respect of a significant residential development in Bedfordshire for over 1,000 dwellings and a major logistics scheme in Northamptonshire

Electricity Undertakers – advising on various CPO, DCO's, necessary wayleave applications and asset protection matters relating to electricity infrastructure

Paddington Village – advising on a successful CPO for this £1 billion regeneration project in Liverpool which forms part of the wider Knowledge Quarter
