David specialises in major urban development and regeneration schemes and has acted on a number of strategic applications across the country. His work includes advising on planning application strategy, legal audits of applications, CIL advice and negotiating major planning agreements. David is adept at contentious work and is experienced in major appeal and call-in inquiries, and in the courts.

His expertise lies in energy and infrastructure work for promoters of nationally significant infrastructure projects and parties affected by them. He advises on projects from start to finish; drafting development consent orders, appearing at examination hearings, and advising on the implementation of the consent and associated powers of compulsory acquisition.

Experience

Advising on all planning aspects of the commercial and residential-led regeneration of London’s largest remaining undeveloped brownfield site, involving cross-borough development, Mayoral call-in, public land, significant railway infrastructure constraints and heritage issues.

Advising on the development of a 65MW energy recovery facility including exercising powers of compulsory acquisition, optimising the development within the parameters of the DCO, and successfully defending legal challenges in the High Court and Court of Appeal.

Advising on planning strategy and consenting, land assembly and build-out on numerous major residential-led regeneration schemes, including at Grand Union, Silkstream, Brent Cross Town, King’s Cross Central and the Queen Elizabeth Olympic Park.

Advising on consenting strategy for the addition of carbon capture and storage technology to an energy recovery facility (including securing a section 35 direction from the Secretary of State).

Advising on all stages of a successful DCO application for the construction of a 22km high pressure gas pipeline, including conducting legal audits of the application, appearing at the DCO and compulsory acquisition hearings, and on preparations for exercising powers of compulsory acquisition and implementing the consent.

Advising on various major planning appeals and call-in inquiries for major retailers, developers and investors, and strategic land promoters.
